Working Together for Reliable Water Service

The Ophir Water Treatment Plant will expand overall capacity and provide an additional treatment facility to support water service across western Placer County.

The Ophir Project is a long-planned investment to strengthen how water is delivered across western Placer County.

At its core, the project will add a new water treatment facility in Ophir, expanding PCWA’s overall capacity and providing an alternative location to treat water. This creates a resilient system with the ability to continue delivering water when other facilities in the system are offline for maintenance or during unexpected events.

The Ophir Water Treatment Plant builds on decades of planning and earlier investments that already bring water from the American River to local communities. Once complete, it will produce up to 10 million gallons of treated water per day in its first phase, with the ability to scale over time.

The plant also reflects coordination between the Placer County Water Agency and the City of Lincoln. As a wholesale customer and funding partner, Lincoln is helping invest in infrastructure that supports reliable water service across the region. Funding follows a “paying it forward” model, where new connections fund infrastructure for future service while also improving reliability for existing customers.

Construction is expected to begin in 2026, with the facility anticipated to be operational by 2030.
